ROAD TRAFFIC REGULATION ACT 1984 NOTICE IS HEREBY GIVEN that, in not less than 7 days from the date of this Notice, the Council Intends to make Orders under Section 14 of the Road Traffic Regulation Act 1984.

VARIOUS ROADS AND FOOTPATHS (40 MPH SPEED LIMIT AND FOOTPATH CLOSURES) TEMPORARY ORDER 2018

The effect of which will be to introduce the following:-Temporary 40 MPH Speed Limit Restriction

A56 Chester Road - From the Borough Boundary (Halton) to its junctions with Old Chester Road/Runcorn Road.

Daresbury Lane - From the Borough Boundary (Halton) to its junction with Warrington Road.

Warrington Road - From its junction with Daresbury Lane to its junction with Park Road. Temporary Footpath Closure

Hatton Footpath No.1 - From its junction with Warrington Road to its junction with the Halton Borough Boundary.

Walton Footpath No.3 - From its junction with Chester Road to its junction with the Halton Borough Boundary.

Walton Footpath N0.3A - From its junction with Walton Footpath No.3 to its junction with the Halton Borough Boundary.

The Order will be effective from Thursday 9th August 2018 for a period of 4 weeks, when signed on site. An alternative route will be signed and available on site.

The reason for the temporary restrictions is to facilitate the construction works associated with the Creamfields Event 2018.

WELL LANE. APPLETON (PROHIBITION OF DRIVING) TEMPORARY ORDER 2018

The effect of which will be to introduce a prohibition of driving on Well Lane from its junction with Northwich Road to its junction with Common Lane.

The Order will be effective from 15th August 2018 for 3 days between the hours of 9:30am and 3:30pm when signed on site.

The alternative route will be Well Lane via Northwich Road, Common Lane and vice versa. The closure is required to allow Openreach access to work on their underground apparatus. DATED 26th July 2018 Ref: HIGH/1893



NOTICE IS HEREBY GIVEN that the Council made Orders under Section 14 of the Road Traffic Regulation Act 1984.

HEATH LANE, CROFT (PROHIBITION OF DRIVING) TEMPORARY ORDER 2018

The effect of which is to introduce a prohibition of driving on Heath Lane from its junction with Sandy Lane to its junction with Kenyon Lane.

The Order will be effective from Monday 30th July 2018 for 5 weeks, when signed on site. The alternative route will be as follows:

Heath Lane (Eastbound traffic) will be via Mustard Lane, Wigshaw Lane, Common Lane, Warrington Road, East Lancashire Road, Newton Road, Kenyon Lane and vice versa. Heath Lane (Westbound traffic) will be via Lord Street, Smithy Brow, Southworth Lane, Myddleten Lane, Golborne Road, Newton Road, Mill Lane, Southworth Road, Newton Road, Kenyon Lane and vice versa.

The closure is required to allow United Utilities to construct a new surface water sewer. DATED 26th July 2018 Ref: HIGH/1892



LONGSHAW STREET AND HAWLEYS LANE (PROHIBITION OF DRIVING) TEMPORARY ORDER 2018

The effect of which is to introduce a prohibition of driving on the following:-

Longshaw Street - From its junction with Dallam Brook to its junction with Hawleys Lane

for a distance of approx. 370m

Hawleys Lane - From its junction with Boultjng Avenue to the railway bridge on Hawleys Lane for a distance of approx. 260m

The Order will be effective from Wednesday 1st August 2018 for 5 weeks between the hours of 9:30am and 3:30pm, Monday to Saturday, when signed on site. The works are to be undertaken in stages as per diversion signs on site.

The alternative routes will be as follows:-

Hawleys Lane - via Longshaw St, Folly Ln, Kerfoot St, Winwick Rd

Longshaw Street - via Longshaw St, Folly Ln, Kerfoot St, Winwick Rd, Hawleys Ln.

Hawleys Lane (between Longshaw St & Boulting Ave) - via Longshaw St, Lewis Ave,

BoultingAve

Longshaw Street (North of Hawleys Ln junction) - via Longshaw St, Lewis Ave, Boulting Ave

The closure is required to undertake highway improvement works including kerbing, drainage, associated footway and carriageway surfacing.

FOOTPATH BETWEEN CRAB LANE AND LOCKING STUMPS LANE (FOOTPATH CLOSURE) TEMPORARY ORDER 2018

NOTICE IS HEREBY GIVEN that the Council made the above Order under Section 14 of the Road Traffic Regulation Act 1984 on 31 st May 2018. The effect of which was to introduce a footpath closure along the footpath running from the cul-de-sac section of Crab Lane on land alongside Spittle Brook between Crab Lane and Locking Stumps Lane, from its junction with Crab Lane adjacent to Wilson House for a distance of 175 metres in a north north westerly direction.

The Order was to be effective from Monday 11th June 2018 for 6 months until 11th

December 2018, however due to the nature of the closure the Secretary of State has

granted permission for an extension of a further 14 month period to 11th February 2020, or

such lesser period as determined by the earlier completion of the works. The closure will be

in place when appropriate signs are displayed on site.

The alternative route will be parallel to and alongside Spittle Brook.

The closure is required for the diversion of the footpath to allow occupation of part of the

route by Contractor's offices during construction of the Warrington East Phase 2 Scheme.

THE BOROUGH OF WARRINGTON (TRAFFIC MANAGEMENT) (CIVIL ENFORCEMENT)

(AMENDMENT NO. 42) EXPERIMENTAL ORDER 2018 NOTICE IS HEREBY GIVEN that on 25th July 2018 the Council made the abovementioned Order under Sections 1,4,9 and 10 of the Road Traffic Regulation Act 1984 and of all other enabling Powers. The effect of the Order is as follows: -

A copy of the Order and a Statement of the Councils reasons for making the Order, together with a plan of the restricted areas, may be examined at the Legal Services Section, Quattrc Building, New Town House, Buttermarket Street, Warrington, during the usual office hours Monday to Friday.

All representations both in support or objecting to the proposals must be in writing either by post to Rebecca Lee of Legal Services or delivered by hand to the address above and be received within 6 months of the Experimental Order coming into force. All objections must specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.

and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling

powers on 25th July 2018. The effect of the Order is as follows: -

22(a). The lengths of roads and sides of roads specified in Schedule 80a to this Order are designated as Commercial Vehicle Parking Places prohibiting any person to cause or permit a motor vehicle to wait at any time in the said lengths of roads specified in the said Schedule unless it is a commercial vehicle.

22(b). The lengths of roads and sides of roads specified in Schedule 80b to this Order are designated as Permit Parking Places for Commercial Vehicles prohibiting any person to cause or permit a motor vehicle to wait at any time in the said lengths of road specified in Schedule 80b unless it is a Commercial Vehicle associated with an event being held at the Parr Hall/Pyramid and a valid permit as issued by the Parr Hall is displayed in the relevant position.

(k) By the addition of a new article under Part 8 - Exemptions of the Order and the following entry thereunder:-

29(a). Nothing in Articles 22(a) and 22(b) of this Order shall render it unlawful to cause or permit any motor vehicle to wait in the roads or sides of roads referred to in the Schedules therein for so long as may be necessary to enable: -

(a) the motor vehicle, if it cannot conveniently be used for such purpose in any other road, to be used in conjunction with any of the following operations:



(i) building, industrial or demolition operation;



(ii) the removal of any obstruction to traffic;



(iii) the maintenance, improvement or reconstruction of the said roads or side roads;



(iv the laying, erection, alteration or repair in, or on land adjacent to the said roads, or sides of roads of any sewer or of any main, pipe or apparatus for the supply of gas, water or electricity, or of any telecommunication apparatus as defined in paragraph 1(1) of the Telecommunications Act 1984;

(v) in the service of a local authority or of a water authority in pursuance of statutory powers or duties;

(b) the vehicle to be used for Fire Brigade, Ambulance or Police purposes. (I) By the addition of a new Schedule and the following entry thereunder: -

Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order may, within six weeks from 25th July 2018, apply to the High Court for this purpose.
