WARRINGTON BOROUGH COUNCIL ROAD TRAFFIC REGULATION ACT 1984 VARIOUS ROADS IN CROFT, WARRINGTON (PROHIBITION OF DRIVING AND CLEARWAY) TEMPORARY ORDER 2017

NOTICE IS HEREBY GIVEN
that the Council made an Order under Section 14 of the Road Traffic Regulation Act 1984 on 3rd August 2017. The effect of which was as follows: -

Temporary Prohibition of Driving and Clearway Arkenshaw Road - Entire length Maythorne Avenue - Entire length Browmere Drive - From junction with Maythorne Avenue for 50m west (end of cul-de-sac) New Lane - Junction with Smithy Lane to junction with Pasture Drive The Order was effective from Monday 21st August 2017 for 5 weeks between the hours of 8:30am - 5:30pm. However due to problems encountered whilst carrying out the works the restrictions are now required to remain in place until Friday 20th October 2017, when signed on site.

The alternative routes will be: Arkenshaw Road/Maythome Avenue/Browmere Drive via Oak Street, Smithy Lane, New Lane and vice versa New Lane via Smithy Lane, Lord Street, Mustard Lane, Lady Lane and vice versa The restrictions and closures are required for the realignment of culverted watercourse with associated footway and carriageway surfacing. Ref: HIGH/1758

NOTICE IS HEREBY GIVEN that, in not less than 7 days from the date of this Notice, the Council intends to make Orders under Section 14 of the Road Traffic Regulation Act 1984.

BOULTING AVENUE (PROHIBITION OF DRIVING) TEMPORARY ORDER 2017

The effect of which will be to introduce a prohibition of driving on Boulting Avenue from its junction with Gale Avenue to its junction with Lewis Avenue. The Order will be effective on Friday 20th October 2017 for 2 weeks as and when signed on site. The alternative route will be via Hawleys Lane, Longshaw Street, Lewis Avenue and vice versa.
The closure is required to allow for the construction of a new inspection chamber associated with the Harrison Centre Development. Ref: HIGH/1799

CAIRO STREET (PROHIBITION OF DRIVING) TEMPORARY ORDER 2017
The effect of which will be to introduce a prohibition of driving on Cairo Street from its junction with Suez Street to its junction with St Austins Lane. The Order will be effective on Monday 23rd October 2017 for 2 weeks as and when signed on site. The alternative route for southbound traffic will be via Ryland Street, Barbauld Street and St Austins Lane. The alternative route for northbound traffic will be via St Austins Lane, Bold Street and Suez Street. The closure is required to allow United Utilities to carry out sewer repairs. Ref: HIGH/1800

HEATH LANE. CROFT (PROHIBITION OF DRIVING & CLEARWAY) TEMPORARY ORDER 2017

The effect of which will be to introduce a prohibition of driving and clearway on Heath Lane for its entire length.
The Order will be effective from Monday 2nd October 2017 for 3 weeks between the hours of 9:30am-3:30pm and 6:30pm-Midnight, Monday to Saturday, when signed on site. The alternative route will be via Mustard Lane, Wigshaw Lane, Hob Hey Lane, Broseley Lane, Wilton Lane, Kenyon Lane and vice versa. The restrictions are required to allow for the replacement of a poorly conditioned culverted watercourse under the carriageway. Ref No: HIGH/1807

LINGLEY GREEN AVENUE (PROHIBITION OF DRIVING) TEMPORARY ORDER 2017
The effect of which will be to introduce a prohibition of driving on Lingley Green Avenue from its junction with Barrow Hall Lane to the traffic island by the entrance to Lingley Mere Business Park. The Order will be effective from Friday 27th October 2017 to Tuesday 31st October 2017 between the hours of 7pm and 6am as and when signed on site. The alternative route will be via Whittle Avenue, Liverpool Road and vice versa. The closure is required to allow for the carriageway resurfacing works associated with the new entrance to the Great Sankey Leisure Centre to take place. Ref: HIGH/1801

THE BOROUGH OF WARRINGTON (TRAFFIC MANAGEMENT) (BRIDGE STREET QUARTER) (MOVEMENT) ORDER 2017
NOTICE IS HEREBY GIVEN
that the Council proposes to make an Order under Sections 1, 2, 4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order will be as follows: -

1. The Orders specified in Schedule 1 to the Order will be revoked in their entirety.
2. The Orders specified in Schedule 2 to the Order will be varied to the extent as detailed in the said Schedule 2 to the Order.
3. To introduce One-Way Traffic restrictions on roads detailed in Column 1 of Schedule 3 to the extent as detailed in Column 2 of the said Schedule 3 to the Order.
4. To introduce Prohibition of U-Tums from the roads detailed in Column 1 of Schedule 4 to the roads detailed in Column 2 of the said Schedule 4 to the Order.
5. To introduce a Prohibition of Driving on the road detailed in Column 1 of Schedule 5 to the extent as detailed in Column 2 of the said Schedule 5 to the Order.
6. To introduce a Bus Lane between the hours of 5am to 9pm with exemptions for Pedal Cycles, Hackney Carriages and licensed Private Hire Vehicles on the length of road detailed in Schedule 6 to the Order.
7. To introduce a Prohibition of Driving from 9pm to 5am with an exemption for Pedal Cycles on the roads detailed in Column 1 of Schedule 7 to the extent as detailed in Schedule 7 to the Order.

Details of the proposals are in the draft Order which, together with a plan showing the restricted area and a Statement of the Council's Reasons for proposing to make the Order, may be examined at the Legal Services Section, Quattro Building, New Town House, Buttermarket Street, Warrington during the usual office hours Monday to Friday. All representations both in support or objecting to the proposals must be in writing either by post to Jo Nugent of the Legal Services Section or delivered by hand to the address above by 12th October 2017 and all objections must specify the grounds on which they are made. Please note that all representations received may be considered in public by the Council and that the substance of any representation together with the name and address of the person making it could become available for public inspection.

NOTICE IS HEREBY GIVEN that the Council made an Order on 19th September 2017 under Sections 1,2,4 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984 and of all other enabling powers. The effect of the Order is as follows: -

1. The Borough of Warrington (A49 Diversion Phase 1) (Traffic Management) No 2 Order 1987, is hereby further varied or amended as detailed in Schedule 1 below.

2. The Borough of Warrington (Bridge Street and Bridge Foot) (Traffic Management) Order 2002, is hereby further varied or amended as detailed in Schedule 2 below.

3. To introduce a Bus Lane including pedal cycles, hackney carriages and licensed hire vehicles on the road detailed in Schedule 3. The Order will be effective from 2nd October 2017.

A copy of the Order and Statement of the Council's Reason for making the Order, together with a plan of the restricted area, may be examined at the Legal Services Section, Quattro Building, New Town House, Buttermarket Street, Warrington, during the usual office hours Monday to Friday. Any person who wishes to question the validity of the Order or of any provision contained in it on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirement of that Act or any instrument made under it has not been complied with in relation to the Order may, within six weeks from 19th September 2017 apply to the High Court for this purpose.

SCHEDULE 1

The Borough of Warrington (A49 Diversion Phase 1) (Traffic Management) No 2 Order 1987, is hereby further varied or amended as follows:-By the deletion of Article 5:
"Save as provided in Article 6 no person shall cause any vehicle proceeding in the length of road specified in column 1 of schedule 2 to enter the length of road specified in column 2 of the said schedule" By the deletion of Article 6:
"Noting in Article 5 shall prevent the entry into the length of road specified in Column 2 of Schedule 2 from the road specified in Column 1 of Schedule 2 of any public service vehicle being used in the provision of a local service or a service other than a local service, school or works bus"

SCHEDULE 2

The Borough of Warrington (Bridge Street and Bridge Foot) (Traffic Management) Order 2002, is hereby further varied or amended as follows:-
By the deletion of Article 2(2) in so far as it relates to the variation of The Borough of Warrington (A49 Diversion Phase 1 ((Traffic Management) No 2 Order 1987 by the deletion in that Order of Article 6 "Nothing in Article 5 shall prevent the entry into the length of road specified in Column 2 of Schedule 2 from the road specified in Column 1 of Schedule 2 of any public service vehicle being used in the provision of a local service or a service other than a local service, school or works bus and the substitution therefor of
6. Nothing in Article 5 shall prevent the entry into the length of road specified in Column 2 of Schedule 2 from the road specified in Column 1 of Schedule 2 of any bus being used in the provision of a local service or a service other than a local service, pedal cycle, taxi or licensed hire vehicle."

Both sides of that length of Bridge Street which extends from its junction with Bridgefoot to a point 24 metres north of Bridgefoot.
